
Deaf learners continue to face barriers in education due to the exclusion of Filipino Sign Language (FSL) and the lack of recognition of their socio-cultural identity in learning environments. These challenges often lead to limited competencies in FSL and print literacy, lower academic performance, and reduced self-esteem—hindering Deaf students’ success in higher education, employment, and society.
To address these gaps, CEAD is developing a bilingual literacy remedial program to strengthen the vocabulary and reading comprehension skills of Benilde Deaf School students. Conducted from January to December 2024, the project produces beginner to advanced word-pair sets with visuals, sample sentences, and themed stories, in consultation with literacy specialist Ms. Lori Mason.
